2023 Rob & Tricia Morneau  Tournament

LOCAL RULES

1. In the AAA/AA division and the “A and Below” Division, games will be seven (7) innings in length. No new inning will start after two hours and fifteen minutes (2:15) have elapsed from the time of the first pitch of inning #1 in all round robin games. Ties will be permitted in the round robin preliminary play. If a new inning starts prior to the two hours and fifteen minutes (2:15), the inning must be completed. Games are over as soon as the home team takes the lead in any final inning of a game (7th inning, mercy rule or past time limit). The Official scorer will record the time of the first pitch and will announce the time to both teams. There will be no time limit on playoff games. The eighteen (18) run after three (3) innings, fifteen (15) run after four (4) innings, and ten (10) run after five (5) innings, mercy rules will be in effect for all games. If at the end of regulation play in playoff games the game is tied the following extra-inning procedure will be followed:

a. Each team will begin the extra inning (and any subsequent necessary extra innings) with a player on second, no outs. The hitter with the last plate appearance in the previous inning will be placed at second base.

b. The traditional system of the visiting team hitting in the top of the inning and the home team hitting in the bottom of the inning will remain in effect until a winner is determined.

c. All other Official Baseball Rules and Baseball Ontario rules remain in effect during extra innings.

2. The Official Rules of Baseball shall govern all games. These rules can be found on Baseball Ontario’s ONDeck App. Baseball Ontario’s Pitch Counts will be strictly enforced. The Official scorer will be responsible for recording pitch counts for every pitcher on the Official Game Sheet. It will be the responsibility of each team to ensure that pitch counts are properly recorded on the Official Game Sheet at the end of each game. Once the Official Game Sheet has been handed in to the tournament convener, the pitch counts on the Official Game Sheet will stand. Coaches shall sign the Official Game Sheet immediately following the conclusion of the game acknowledging the Pitch Counts of the pitchers used during that game. In the event of a discrepancy in numbers, the Pitch Counts of the “Official Pitch Counter” shall stand. In the event a coach fails to sign the Game Sheet, the Pitch Counts recorded will be considered official and no appeal or protest of the numbers will be allowed at a later time.

3. Tournament Format

Rob Morneau Division (AAA/AA)
This is a 6 team event: Each team will play three round robin games. After round robin games the top two teams in each pool will play in cross over semi-final games. Teams ranked last in each pool will play each other in a consolation game on Sunday.

Tricia Morneau Division (A and Below)
This is a 10 team event. Each team will play 4 round robin games. After round robin games, the top team from each pool will play in a Championship game on Sunday.

Points will be awarded on the following basis: Win – two (2) points, Tie – one (1) point, Loss – zero (0) points.

4. Tie – breaking Rules – The following tie breaking rules will be used for each placement independently. Teams with a forfeit loss are ineligible for tiebreakers.

1. Head to head record among tied teams; 2. Team with the smallest runs against ratio (runs allowed / number of defensive innings played) in games among tied teams; 3. Team with the smallest runs against ratio (runs allowed / number of defensive innings played) in all games; 4. Team with the highest runs for ratio (runs scored / number of offensive innings played) in games among tied teams; 5. Team with the highest runs for ratio (runs scored / number of offensive innings played) in all games; 6. Coin toss

As per OBA rule P7.3 v) and w), when there are 3 or more teams tied, the tiebreakers will commence at 2 above. After the winner of that tie breaker is determined, the tiebreakers will continue, if necessary, at 2 above as long as there are 3 or more teams tied. When only 2 teams remain, the tiebreaker will start at 1 above.

5. Home team will be determined by a coin toss to take place 30 minutes before each game during the round robin with the team furthest away from the host city receiving the option to call the toss.

6. The home team will be the official scorer, while the visiting team will be considered the official pitch counter and must use the Baseball Ontario Pitch Count App. The home team must approve the pitch count totals in the Pitch Count App within 15 minutes of the end of the game.

7. In playoff games the team with the highest seed during the round robin games will be awarded the home team.

8. Each team can only have 10 hitters in the lineup at a time.  One EH (extra hitter) is allowed if the team chooses to do so.

9. The tournament convener reserves the right to alter and/or make any changes necessary to ensure completion of the tournament in the allotted time.
